Professional Surveillance & Technical Counter-Surveillance Across London

Surveillance and TSCM solve different problems. Surveillance can help establish what a person or vehicle is doing. TSCM is used where there is concern that a room, office, home or other authorised space may be subject to covert monitoring.

We begin with the question or risk, not the technique. If observation or a technical inspection is justified, we explain what the work can realistically establish, how it will be carried out and what evidence or findings you can expect.

Mobile & Static Surveillance

Discreet observation around a defined private, commercial or legal question

TSCM & Bug Sweeping

Technical and physical inspection of authorised premises where covert monitoring is suspected

Evidence & Findings

Activity logs, imagery where appropriate and clear technical findings

Confidential Surveillance & TSCM Enquiry

Tell Us What You Need to Establish or Protect.

You do not need to decide whether the answer is surveillance, a technical sweep or another investigative method before speaking to us.

Explain what has happened, what you are concerned about, the people or premises involved and any date, meeting, journey, business event or security concern that makes the matter time-sensitive. We will explain what can realistically be done and the most proportionate way to approach it.

Observation, Verification & Technical Security

Two Specialist Capabilities, One Principle: Establish the Facts Without Going Beyond What Is Necessary

Clients usually come to us because they either need to know what is happening or they are concerned that somebody else may be watching, listening or recording.

Surveillance is an evidential tool. It can help verify movement, activity, attendance, meetings or behaviour during a defined period. TSCM is a technical-security discipline used to inspect authorised premises for signs of covert monitoring, listening devices, hidden cameras or other suspicious technology.

Neither service should begin with assumption. A person being difficult to contact does not automatically justify surveillance. A strange sound on a phone does not prove a listening device exists. We begin by understanding the concern, the legitimate purpose, what evidence already exists and what a successful piece of work would actually answer.

Where another service is more appropriate — for example digital investigation, tracing or corporate intelligence — we will say so.

Start With the Question

What Are You Trying to Establish or Protect?

We may be asked to confirm whether an activity is taking place, document a pattern of movement, verify a commercial or personal representation, inspect a meeting room after a security concern, check an office or home for hidden devices, or help determine whether a wider investigation is justified.

We do not sell surveillance hours or technical sweeps for their own sake. We recommend them where they are reasonably capable of answering the question or addressing the security concern you have brought to us.

Operational Surveillance

Professional Surveillance Services in London

Observation can be used in private, corporate and legal investigations where a defined activity, movement or pattern needs independent verification.

Mobile Surveillance

Follow Movement & Activity

Discreet observation where the subject is expected to move between locations, use public transport, drive or attend meetings relevant to the investigation.

  • Movement and journey patterns
  • Relevant meetings or locations
  • Contemporaneous activity logs
  • Imagery where appropriate
Static Surveillance

Observe a Defined Location

Observation from an appropriate lawful position where the question concerns activity at a home, workplace, meeting point, business premises or other relevant location.

  • Arrival and departure activity
  • Presence at a location
  • Defined observation periods
  • Evidence-led reporting
Commercial Surveillance

Business, Employment & Dispute Matters

Surveillance used where a legitimate commercial question depends on independently establishing activity, attendance, meetings or conduct.

  • Employee or director concerns
  • Competing business activity
  • Commercial disputes
  • Solicitor and HR support
Private Surveillance

Relationship & Matrimonial Matters

Focused surveillance where a private client needs to verify a specific movement, meeting, location or pattern relevant to a relationship or matrimonial concern.

  • Relationship concerns
  • Matrimonial investigations
  • Cohabitation and residency context
  • Discreet factual reporting
Evidential Records

Activity Logs & Imagery

Where appropriate, surveillance findings can include contemporaneous notes, timings, locations and imagery that show what was actually observed rather than what somebody assumes occurred.

  • Time-stamped observations
  • Factual chronology
  • Supporting imagery where lawful
  • Clear limitations
Legal & Litigation

Surveillance for Evidential Matters

Observation can support a wider legal investigation where the information sought is relevant, the method is proportionate and the findings are reported carefully.

  • Solicitor-led instructions
  • Disputed activity
  • Evidence preservation
  • Reporting for review

Planning Surveillance Properly

Good Surveillance Starts Before the Investigator Goes Into the Field

The quality of the result often depends on how clearly the objective, timing and practical circumstances are understood before observation begins.

We consider what you already know, what is uncertain, when the relevant activity is most likely to happen, the subject's likely transport, the locations involved and what would count as a useful answer. London introduces additional practical issues: congestion, Underground journeys, busy rail stations, controlled-access buildings, multiple exits, underground parking, dense pedestrian traffic and rapid changes between vehicle and foot movement.

One investigator may be appropriate for a contained observation point. A more complex movement pattern can require additional resources to maintain continuity without compromising discretion. We explain the proposed approach before work begins rather than simply promising that one operative can follow any subject anywhere.

QuestionWhat surveillance may establishImportant limitation
Is somebody attending a particular address?Observed arrivals, departures, duration and relevant activity during the agreed period.Absence during one period does not prove they never attend.
Is a person carrying out competing work?Activity, journeys, locations and meetings that may support or challenge the concern.Observed activity must be interpreted in its proper employment and legal context.
Is a claimed routine accurate? What actually occurs during the observation window compared with the representation being tested.Surveillance records behaviour, not motives or private conversations.
Does a person appear to reside at an address?Patterns of arrival, departure and presence may contribute to a wider residency enquiry.Surveillance alone may not be sufficient to establish legal residence.

Observation Is Evidence of What Was Seen — Not Everything That Happened

We report what our investigators observe and the circumstances in which it was observed. We do not convert limited footage or a short period of activity into a conclusion the evidence cannot support.

TSCM & Bug Sweeping

When You Are Concerned a Room, Office or Home May Be Subject to Covert Monitoring

Technical Surveillance Counter-Measures combine technical examination with physical inspection and context.

A professional sweep is not simply waving a detector around a room. We first understand why the concern has arisen, what information may be at risk, who has had access to the premises, whether there have been suspicious devices or changes, and whether there are particular rooms, meetings or events that make the timing important.

Depending on the circumstances, the work can include physical inspection, RF detection and analysis, checks for hidden cameras or listening devices and review of suspicious items or areas within premises you are entitled to have inspected.

Technical Surveillance Counter-Measures

What a Professional TSCM Inspection Can Include

The exact inspection depends on the premises, threat concern, access history and the reason the sweep has been requested.

Risk Briefing

Understand the Concern First

We establish what information may be at risk, who has had access, what unusual events have occurred and which rooms or meetings are most sensitive.

Physical Examination

Inspect the Environment

A careful physical inspection can identify suspicious objects, unexpected changes, unusual cabling, concealed devices or areas that warrant closer technical attention.

RF Analysis

Detect & Assess Radio-Frequency Activity

RF detection and analysis can help identify transmissions or signals that require investigation, while recognising that modern premises contain many legitimate wireless devices.

Optical Threats

Hidden Camera Detection

Checks can focus on places and objects capable of concealing a camera, supported by appropriate technical and physical inspection methods.

Audio Threats

Listening Device Detection

We investigate credible concerns about concealed microphones, recorders or transmitting devices within property or spaces you are authorised to have inspected.

Findings

Clear Report & Practical Recommendations

We explain what was inspected, any suspicious findings, what could be ruled out, what remains uncertain and any sensible follow-up or security recommendations.

A sweep cannot honestly guarantee that no surveillance risk exists anywhere, forever. It records the position at the time of inspection using the methods appropriate to the premises and concern. A credible report should explain limitations rather than promise absolute certainty.

Where TSCM May Be Appropriate

Homes, Offices, Boardrooms & Other Authorised Private Spaces

Technical sweeps are most useful when the concern is tied to a real information-security risk, suspicious event, sensitive meeting or access issue.

Businesses may request TSCM after sensitive negotiations, unexplained information leakage, staff changes, unusual access to offices, refurbishment or concerns around boardrooms and executive spaces. Private clients may have concerns about a residence, home office or other space they control.

We can also work alongside a wider corporate investigation where a suspected information leak forms part of a fraud, conflict or commercial dispute, or alongside digital investigation where online and physical concerns overlap.

What matters is authority. We inspect premises or property where the client is entitled to authorise that inspection. We do not covertly enter third-party property, interfere with equipment we are not authorised to inspect or use TSCM as a pretext for unlawful access.

Common TSCM Concerns

Reasons Clients Ask for a Sweep

  • Sensitive information appears to be leaking unexpectedly
  • A suspicious object or device has been found
  • An unauthorised person had access to a sensitive room
  • A board meeting, transaction or confidential negotiation requires additional assurance
  • A private client has a credible concern about covert monitoring in property they control

Clear Legal & Practical Boundaries

Professional Investigation Does Not Mean Unlimited Access

The fact that information would be useful does not mean it can be obtained by any method.

We do not offer hacking, unlawful access to private accounts, interception of phone calls or messages, trespass, impersonation of police or public officials, harassment or unlawful GPS tracking. We do not place listening devices or hidden cameras for clients, and we do not inspect premises unless the client has the authority to authorise the work.

For surveillance, we consider whether the objective is legitimate and whether the proposed observation is proportionate to that objective. For TSCM, we consider the client's authority over the premises and what security concern actually needs to be tested.

Where evidence may be used in a legal or disciplinary process, our evidence and litigation support capability can help ensure findings are recorded and organised clearly.

What We Will Not Promise

  • That one short period of surveillance proves a person's complete routine
  • That every subject can be followed continuously in every environment
  • That a technical sweep can guarantee no device will ever be present
  • That every suspicious RF signal is a surveillance device
  • That every security concern can be solved by technical equipment alone
  • That unlawful access or intrusive methods become acceptable because the matter is urgent

Professional judgement includes knowing when the evidence is limited and saying so clearly.

Supporting Investigation Capabilities

Surveillance or TSCM May Be Only One Part of the Investigation

Where the wider question requires research, tracing, digital intelligence or evidential reporting, we can connect those disciplines around the same objective.

How We Work

A Surveillance or TSCM Instruction Should Start With the Question, Not the Equipment

We define the objective first, choose the method second and report what the evidence actually supports.

STEP 01

Tell Us the Concern

Explain what has happened, what you need to establish or protect, who or which premises are involved and any time-sensitive dates or events.

STEP 02

We Define the Objective

We identify the factual question or security concern, consider the legal and practical boundaries and decide whether surveillance, TSCM or another method is likely to help.

STEP 03

We Agree the Plan

We explain the proposed observation or inspection, likely timing, investigator requirements, cost, reporting and any important assumptions or limitations.

STEP 04

We Carry Out the Work

Investigators undertake the agreed surveillance or technical inspection while keeping sensitive information and operational details carefully controlled.

STEP 05

We Review the Findings

Observations, imagery, signals, physical findings or other evidence are reviewed in context so ordinary activity is not misrepresented as suspicious.

STEP 06

We Report Clearly

You receive the factual findings, supporting material where appropriate, important limitations and any sensible next investigative or security step.

London Specialist

Surveillance & TSCM Across Central & Greater London

Our operational focus is London, with our office at Salisbury House, 29 Finsbury Circus in the City of London.

London is a demanding surveillance environment. Subjects can move rapidly between walking, taxis, private vehicles, buses, Underground services and mainline stations. Offices can have multiple entrances, underground parking, reception controls and private lifts. Busy streets can provide cover while also making continuity difficult.

TSCM work in London can involve City offices, boardrooms, serviced workspaces, private residences, meeting rooms and other sensitive environments. We plan inspections around access, occupancy, privacy and the client's authority over the premises rather than treating every property as identical.

We work across the City of London, Westminster, Mayfair, Canary Wharf, Kensington, Chelsea, Shoreditch and the wider Greater London area. Where a London-led investigation has relevant activity elsewhere, we can discuss what support is appropriate while remaining a London specialist.

Surveillance & TSCM FAQs

Questions Clients Ask Before Instructing Us

These answers explain how we approach common surveillance and technical counter-surveillance enquiries. Every instruction is assessed on its own facts.

What is private investigator surveillance?

For us, surveillance is planned observation used to establish activity, movement or behaviour relevant to a legitimate private, corporate or legal question. It may be mobile, static or a combination of both depending on the circumstances.

What is the difference between mobile and static surveillance?

Static surveillance focuses on observation at or around a defined location. Mobile surveillance follows relevant movement between locations. A single instruction may require both as circumstances change.

How many surveillance investigators are needed?

It depends on the subject's likely movement, transport, location, operational risk and the importance of maintaining continuity. Some contained work can be appropriate for one investigator; more complex London movement may require additional resources.

Can you follow someone legally in the UK?

Surveillance can be carried out lawfully in appropriate circumstances, but the legitimacy, necessity and proportionality of the objective matter. We do not treat the ability to observe somebody as permission for unlimited or intrusive monitoring.

Can you use GPS trackers?

We do not offer unlawful tracking. Whether any tracking technology can lawfully be used depends on ownership, authority and the circumstances. We will not place a tracker simply because a client wants continuous location information.

Can surveillance include photographs or video?

Where appropriate and lawful, imagery may form part of the evidential record. We use imagery to support what was observed, not to exaggerate what a single photograph proves.

Can surveillance evidence be used in court or an employment process?

Our surveillance records can assist solicitors, employers and other decision-makers, but admissibility and evidential weight depend on the circumstances. Where litigation or disciplinary action is likely, we recommend appropriate legal or HR advice.

How long does surveillance take?

There is no universal duration. Some questions relate to a specific meeting or time window; others depend on a recurring pattern. We explain what period is likely to be useful before work starts and review whether continued observation is justified.

What is TSCM?

TSCM stands for Technical Surveillance Counter-Measures. It is the professional inspection of authorised premises for evidence of covert surveillance, hidden cameras, listening devices, suspicious transmissions or other technical monitoring concerns.

Is a TSCM sweep the same as a bug sweep?

“Bug sweep” is the common phrase clients often use. TSCM is broader and more methodical, combining the client's threat concern, physical inspection, technical examination and analysis of suspicious findings rather than relying on one detector.

Can you detect hidden cameras?

Hidden camera detection can form part of an inspection. We examine likely concealment points and use appropriate technical and physical methods, but no responsible provider should promise that every conceivable device can always be found in every environment.

Can you detect listening devices?

We can inspect for concealed listening or transmitting devices within premises you are authorised to have checked, using physical inspection and technical methods appropriate to the concern.

Does an unusual RF signal mean there is a bug?

No. Modern homes and offices contain many legitimate wireless devices. A signal needs to be identified and interpreted in context. We do not label ordinary wireless activity as surveillance simply because a detector reacts to it.

Can you sweep an office or boardroom?

Yes, where the client has authority to authorise inspection of the premises. Boardrooms, executive offices, meeting rooms and sensitive commercial spaces are common environments for TSCM where there is a genuine information-security concern.

Can you sweep a private home?

Yes, where the client is entitled to authorise the inspection. We will ask about the concern, recent access to the property and any specific rooms or incidents that should shape the inspection.

Do you need permission to carry out a bug sweep?

We require the instruction to come from someone with appropriate authority over the premises or property being inspected. We do not use TSCM as a means of gaining access to property the client is not entitled to have examined.

What happens if you find a suspicious device?

We document the finding, avoid unnecessary handling and explain the sensible next step based on the circumstances. If there may be criminal, legal or evidential implications, the client may need solicitor, police or specialist technical advice before anything is disturbed further.

Does strange phone behaviour prove I am being monitored?

No. Battery drain, interference, heat, app activity and connection problems can have many ordinary explanations. We assess the concern rather than treating symptoms alone as proof of surveillance.

How much does surveillance or a TSCM sweep cost?

Cost depends on the objective, location, duration, investigator numbers, premises, technical work and reporting required. We explain the proposed work and likely cost before starting. Our private investigator cost guide explains the wider factors that affect investigation pricing.

How quickly can you start?

That depends on investigator and technical availability, the location and the preparation required. If a meeting, journey, office access window or security concern is time-sensitive, tell us at first contact so we can assess what is realistic.

Do you work outside London?

We are a London specialist. Our operational focus is Central and Greater London. Where a London-led matter has connected activity elsewhere, we can discuss what support is appropriate without presenting London Confidential as a generic nationwide investigation firm.
